Let's take patch 2.X as an example, if you take a step back and try to read it as one long story, do you think any writer would have wrote it this way?
If you remove the banner and the 6 weeks between each part, the story telling absolutely fall apart. There's no reason to have an entire aventurine section almost entierly divorced from the main plot, who just go nowhere narratively, but it was aventurine banner, and he had to get spotlight, and it's not like people knew beforehand that it would go nowhere
There's no reason to write such a dramatic scene between sunday and gallagher, since it's narratively solved in less than 10 minutes, but it's a live service game, people will have to wait and theorize (which is good for the marketing) for 6 weeks before getting to that point, etc, etc, etc.
