Onashia literally says that she did not become an eternal maiden, she did not go to an other world (which they repeatedly use as equivalent for travelling through time), she remained in the ruins where Chor Dextra attempted the emerald ri maajon "never to touch another" (Dominura touched Limone plenty).
Onashia also says she's turning to dust because she didn't choose a sex. Dominura also being from Chor Dextra is obviously older than she looks and also starting to dust because she didn't choose a sex (otherwise she wouldn't be able to fly Simoun).
The only supposed evidence people present is that Yun says Dominura's name. Which is just Yun thinking of her to create a neat transition for the next scene which is about Dominura. If it's supposed to be Yun discovering that Onashia was Dominura, she would have done so immediately after saving Onashia, not several years after.
Onashia looks different from Dominura as well and also never reveals anything that would hint she has Dominura's memory from Chor Tempest. People who claim they are the same conveniently ignore Limone. The story gains nothing from assuming they are the same. It would just create a ton of questions and inconsistencies, like why not even Dominura recognizes herself, why Onashia doesn't seem to remember Tempest or Limone, why Onashia only wants to interact with Yun.
