re-encodes might be fine, but only if you really know what you're doing, and since you don't even know the difference between x265 and h.265, i'd say you don't know what you're doing.
along with not knowing about generation loss or compatability.

all those articles you read about h.265 needing half the bitrate refers to when you're creating a video in h.265 to begin with, compared to h.264
and both of those scenarios refer to cpu encoding, which you're most likely not using, you're probably using gpu / nvenc, which means you get shittier video.
