unRAID will give you the ability to start with just a few drives and add them as you get them. The downside is it's not free and it's really retarded software--it's not secure at all, it does stupid things all the time, it lets you do stupid things to it, and because of all that the performance isn't that great. But it'll basically run on anything and you can scale it to a ridiculous number of drives that can all be different sizes. It's also the easiest to recover your data from when you break it and think you lost it all.
One I really want to try when I have six months to do nothing but fuck with computer bullshit is Gluster running on a bunch of little ARM boxes, each one plugged into its own drive. You can scale your performance and capacity to ridiculous levels.
