My take on it is that these girls like the attention they get when they flaunt their assets but they also want to keep their image of "good muslim girls"
For who? I don't know probably their parents or their future muslim husbands or even fellow women
But then we end up with this mismatch where the girls obviously haven't understood what was the point of wearing a hijab: modesty.
Also the idea of the hijab was at first to simply take the scarf you'd wear on your head like everyone else (you know they thing arab men wear that is often red and white) and then cover your breast with it
...Covering your hair was just bonus
