1. think how you would like your body to be like, not in terms of male or female, but individual characteristics (eg, no breasts, no facial hair, vagina, dick) - don't bother yourself with realism or what you can be comfortable with/settle for, think of it like making an avatar for some extremely immersive vr
2. try imagining yourself in the result if you can to verify that's really the thing you need
3. assign priorities to each trait based on how much they (or lack of them) bother you
4. based on your current physical characteristics think which procedures (including both ftm and mtf transition stuff) will cover the most high priority points and the most points in general
5. only when you have that down think what you could settle for (side effects of treatments, keeping some of your male characteristics)
Personally I found that some sort of holistic androgyny and presentation/social stuff are a bit of a spook and a waste fo brainpower, so is sticking too hard to labels rather than using them to describe your current status
Customized answer is that it depends on what exactly you want, if your face is really masc it's probably best to get FFS, depending on other factors it might be useful to also get hrt
