the age of consent simply means the country/state defines that age as being acceptable for people to start an active sex life. and in its majority nowadays is to prevent teens from getting into legal trouble for hooking up with each other.
also, age of consent isn't always the same for gays as it is for straights. many countries have age of consent that's under 18 and it specifies that it's for heterosexual intercourse, and then it specifies that homosexual intercourse is not included and the age of consent for it is 18
