Lately it has come to mean half South-East Asian and half White.
But words ultimately mean what people want them to mean so if you get enough people to agree that it means half Pakistani and half Bangladeshi then that's what it will mean at that point.
Maybe you want to use the Pakistani word for "half" instead, though, because that might make more sense if you're talking about Pakistanis.
