The only reasons they haven't lost yet is because Justopia - the strongest being on the planet - is on their side, and the fact that villains fight a lot among themselves instead of making common front against the good guys.
To break the stalemate and turn the balance of power in their favor; the big honchos have decided to put the protag in charge of the newest test run of the brainwashing project. If it's a success, and captured are converted into loyal heroes, hero society will have the advantage of growing more and more powerfull as time passes on instead of bleeding manpower day after day like it currently does.
