There were setteis auctioned in Mandarake a few years ago, and if I'm not mistaken, there's a model for some random student in a swimsuit included in them - who doesn't appear at all in the episode, mind you. Nobody knows, but if Japanese wikipedia is to go by, they did have one planned, since the official page used to have "Part 1" before release. If I understand correctly, they removed that before the OVA's actual release, meaning it got canned even before it was getting sold. Most likely some internal company issues or a product of the recent censorship regulations going on at the time. The Recession was also affecting Japan well into 2010, and I've heard from Japanese circles that that affected a lot of H-OVA productions in those years.
