What happens is that the artist cover every possible Sprite for every possible EV
all of the art is done b4 they start making the VN

so... they only work with the sprites they need and if some of them are left unused so fucking be it.
those sprites are left in the game files anyway and can be seen with a EV extractor or sometimes they display them with the ingame CG viewer

every game has unused assets, they probably just had the artist draw all the poses and then found out they didn't need a couple

It just felt weird. Played both Kangoku Senkan games and there wasn't a little scene which used those sprites. I expected to order girls to show me tits or something but nope. What a waste.

Of course it isn't. Why would they waste money deliberately? It's mostly because sometimes plans change part way through production. That's all.

you do realize that a lot of sprites are just a

they don't have to waste money drawing every single sprite. the game fucking renders them by putting together the unfussed assets
it cost no fucking money at all

when you you use an EV extractor to get a nice folder with the CG they fuse every possible facial expression with every possible body/clothes

They're always drawn nude and then the clothing is added later. In most cases, the artist will just draw their underwear on after the nude, just to have those down before the writers start asking for specific outfits to add on top.
