I’ve never seen this fetish presented in exactly this way. The essence of it is the juxtaposition of young girl’s chastity against the equivalent of a man’s level of horniness by expressing both emotions in the same character -- the watcher/masturbator -- whom the viewer is intended to self-insert as.
The archetypal example is a young girl that accidentally discovers her best friend getting fucked hard, and suddenly awakens to a sex drive of her own, which is much stronger than a typical girl’s sex drive; she starts masturbating furiously in the hallway while watching/listening to the other two having sex, afraid of getting caught and knowing that it’s wrong, but unable to resist her urges. It’s important that she not join in on the situation that’s arousing her because then it would become an ordinary threesome.
The fetish can also be expressed if the watcher/masturbator is in full view of the other party, and even if the watcher/masturbator doesn’t actually touch herself, but merely thinks about doing something while blushing. To better illustrate the extent of this fetish, I’ll post a few additional examples below.
