A lot of girls use gyaru to rebel against their parents, schools, and the "perfect Japanese lady" stereotype.
You need to think about it in context. In America, a woman caked in make-up and fake tan isn't what most people think of when they think of "feminist", but in Japan, a girl bleaching or dying her hair, wearing outlandish makeup, tanning herself (in a society which values people who are pale) - that's... pretty obviously the Japanese version of what we would consider a "rebellious feminist chick"
