These are nice things for newer players. Shit that HI3rd would never care about it. And I'm glad they care about newer players. Getting a Fu spook and maybe her cone from this weird new store sets a new player up for a long time, same goes for the free RM (or Otto if you don't get the Fu spook)
But look. What about the older players? The players that pulled all this nowadays useless stuff because it lacks a niche? Yeah sure it's a gacha. It happens. But making limited character no longer limited feels still like an extremely odd choice. The least they could do for the long time players is giving them something nice, like the artbook in China. But they couldn't even be arsed to do something like this maybe in digital for the rest?
It's pretty sad. I know Hoyo is so big they don't need to give a single shit about ani, but this gets close to feeling worse than if they just didn't do anything at all, at least for long-term players.
