Some caveats:
They could also make mailing HRT more similar to importing hard drugs with the additional charge of 'potential for child abuse'. Skip the vendors entirely, treat trans people as importers of liquid child predation.
I can also imagine some political theatre in the future with threats of extradition or something, honestly. This could effect coutries that are pretty indifferent toward trans people but have easy access to hormones.
Additionally, you might see EU crack down on DIY if it starts sliding further right. I know there is a bit of sliding already.
But who knows. Trump being so unhinged is making conservative politics unpalatable for many people(see Canada)
This might sound extreme, but considering how unhinged they are, none of these seem off the table.
