So either they have already become harem members off screen before the DLC begins, or they become members during the story of the onsen DLC. Or its a 'Harem event' that makes them Harem members for the duration of the DLC story
Personally, due to all the times "Harem" and 'Harem sex' is promoted throughout the website in connection to 'All' the heroines, i think its a 'they become harem members during the event', as part of the promotions says that Nike and Zona drop in to the Onsen so it's likely all the 'Harem Sex with the heroines' part suggests they become part of his harem along with the twins in the DLC story to validate all the 'Harem sex'.
Either way, i'm just stoked that KF5 is already getting DLC like this. it must of sold really well in Pre-Purchase alone for them to make content like this so quickly. Image how much more it would of sold if the Twins made the harem to being with.
